Sandy Shocks becomes available once you have completed all Victory Road, Starfall Street, and Path of Legends campaigns. Doing so will unlock a secret path in the Great Crater of Paldea (Area Zero). This is the region where Sandy Shocks spawns in Pokemon Scarlet. For those who don’t know, the Great Crater of Paldea is located in the center of the map.

Sandy Shocks can be found near cliffs in the Great Crater of Paldea. To be specific, you can find this Pokemon spawn next to Research Station 2. After heading out of Research Station 2, go left to finally be able to find & catch Sandy Shocks in Pokemon Scarlet.
