The error can arise from these 3 reasons, your Java version is not up to date, your Internet Connection is weak, or the Minecraft Server is down.
First, check if your Java version is up to date. For this click on the Start button and search for the Control Panel. Once you have opened the Control Panel, search for “Java” in the search bar at the top right corner. After the search, you should be able to see an option as Java. If this option does not exist then I would highly suggest you download Java on your system from the Official Website. If Java is there on your system, click on it and it will open a Java Control Panel.
Once it opens up it will have the General, Update, Java, Security, and Advanced Tabs. Click on the Update Tab, this will open up a page where all of the updating options for Java are present. Under that click the Update Now button. This will either update your Java to the latest version or it will say that your Java version is up to date. After that Click on OK to close the Java Control Panel.
Close all the tabs and then go back to the Start Menu and now type in CMD. This will search for the Command Prompt, once it appears right-click on it and select Run as Administrator. Now that your Command Prompt is open you will have to type in these 4 commands in order:
ipconfig/flushdns
ipconfig/release
ipconfig/renew
ipconfig/registerdns
