Chapter 4 Patrol
You will find your first safe in Jackson while out on Patrol, to unlock this you will need to enter 07-20-13.
Chapter 8 The Gate
While you’re in Chapter 8 on Day 1, you will find yourself near the Electric Quarantine Zone, there you can find a locked gate and to open it you will have to enter 0512 to open it.
Chapter 9 Downtown
While still in Seattle on Day 1 in, you will come across a bank, and to open the vault you will have to enter 60-23-06.
In the same chapter on Day 1 when you’re on Maddison Street, you will come across another safe. To open it enter code 04-51.
As you move along in the game on Day 1, you will find yourself at the Courthouse Office, here you will find another safe. Enter 86-07-22 to open it.
Again on Day 1, you will come across the “Fuck Fedra Gate” to open this gate, enter 5345 to open it.
Chapter 11 Capitol Hill
In Seattle on Day 1, you will find the Capitol Hill, and here is another safe that you can get your hands on. To unlock it, enter the code 55-01-33.
Chapter 13 The Tunnels
This new chapter brings another safe when you’re in Seattle on Day 1, when you come across the locker room it will be locked, to unlock it enter 15243.
Chapter 16 Hillcrest
When you get to Chapter 16, you will have to wait out an entire day, when Day 2 rolls over you will find a safe as you journey along into the main storyline. To open it enter 30-82-65.
Chapter 18 The Seraphites
Chapter 18 is all about the Seraphites, this too takes place in Seattle but on day 2. When you’re in the Apartment building you will find a safe here. Enter 08-10-83 to open the safe.
In the same chapter, you will come across Weston’s Pharmacy on Day 2, inside you can find another safe with tons of valuables. To gain access enter code 38-55-23.
Chapter 21 The Flooded City
This brings new avenues of traveling through Seattle in a never seen before way, while you’re exploring on Day 3 you will find another safe, enter 70-12-64 to gain access.
Chapter 25: On Foot
In Seattle on Day 1, you will find the MS Corporation Soft Drink Distribution Center, there will be a safe nearby and the code to unlock it is 17-38-07.
Chapter 28 Hostile Territory
On Day 1 in Seattle, you will find the Jasmine Bakery here, inside there is a safe. Enter the code 68-96-89 to open it.
Chapter 31 The Coast
Chapter 31 takes you back to Seattle and here you have to find the ship. On it, you will find another safe, enter 90-77-01 to open the safe.
Chapter 33 The Shortcut
You will have to wait out an entire day and on Day 2, you will find another safe as you progress in the main storyline. Open this safe by entering the code 30-23-04.
Chapter 34 The Descent
This final safe in the game is located inside the Gym, you will get here on Day 2 while playing the storyline. Enter 12-18-79 to unlock it.
