Once you proceed further in the narrative of Persona 5 Royal up to the point where you unlock Mementos in the game, you will be introduced to Flowers as a form of currency.

As you get to explore Mementos, Jose an NPC who you can only find in the Mementos will ask you to gather flowers for him, it is as simple as this.

You have to keep in mind that these flowers are of a special kind and you can only use them while in Mementos. Once you leave the Mementos, the flowers will disappear so it is best to get whatever you can for collecting Flowers in Persona 5 Royal.
