To do so, you will have to complete all of the mission including neutralizing the VIP, taking photographic evidence, and sabotage. Nine Elms borough is located on the far southwest part of the London map.
Finishing all the three missions is not quite difficult. Using a construction worker or getting access to a cargo drone to reach there is highly recommended. Once you have completed all of the three mission, the borough will turn Defiant and you will be able to unlock an additional hitman.
