Although you need Reputation Level 13, the bounties are certainly challenging and reward a Terminal Overload Key Chest as a guaranteed drop. However, you cannot unlock the Terminal Overload Key until you have completed the Lightfall campaign and the Welcome to the Halls of Heroes quest after that. Once you are done with it, you’ll get the Stargazer quest from Quinn Laghari in the hall which will allow you to get closer to the key.

While Nimbus bounties are certainly the best way to get Keys, you can also defeat patrols, public events, and also open chests. Defeating patrols and public event enemies is often quite easier in comparison to bounties.
