You would not be able tame in Immortals Fenyx Rising untill you reach the quest Gods and Monsters. This quest will give you a mini-tutorial, explaining how to tame mounts in the game.
To mounts in Immortals Fenyx Rising, make sure to not caught while approaching a mount. To do so, you will have to crouch and approach slowly and wisely. If a mount detects your presence, he gets angry and you will see a red exclamation mark over his head. When you see an exclamation mark over his head, you must stop moving or else the mount will go away.

As soon as the exclamation mark disappears, approach the mount slowly. When you get close enough to the mount, you will see an option ‘Tame Mount’. You can tame the mount by pressing E on Keyboard and Triangle/Y on the controller.
Once you have successfully tamed the mount, you can summon it whenever you want by using T button (Triangle/Y on the controller). Notably, there are certain regions and quests where you might not be able to summon the mount.
