With the release of the latest installment in the City Builder Simulator series, many players are wondering whether there will be Cities Skylines 2 Steam Workshop support available for mods. In the latest installment, players will be able to do everything Cities Skylines had to offer but on a much grander scale. Simply put, no, there won’t be a Cities Skylines 2 Steam Workshop Support for mods. However, having said that modding support will be soon available for players. This is because Paradox Interactive has decided to go with their own Paradox Mods as a platform for all the mods in the game. As the in-game editor is still in its beta phase, it will take some time before it will be released for everyone.

According to this forum thread, the core reason to switch from Steam Workshop to Paradox Mods was to provide modding to players across different platforms. With this, mods will be available for everyone across Xbox and PC. Console users will even already have access to Asset Mods from the library. Not to mention, as mentioned in the FAQ forum, all of the mods on Paradox Mods will be free for players across platforms.

While there will be a steep learning curve for the switch, Paradox Interactive is keen on giving every player across platforms the best opportunity possible with all the resources. Having said that, Paradox also confirmed that the framework at the very start would be basic, although they will continuously expand and enhance it.
