This feature is currently in the beta stage and any developer over 13+ can enable this feature pretty easily. This will allow players to hear the voice of their friends from the exact direction their friends are located on the map.
To enable and get Spatial Voice (Beta) in Roblox you have to be part of the “Roblox Community Space” experience, as a developer. If you are eligible according to Robox, then they will give you all the information to join the Spatial Voice (Beta), via Private Message in your Roblox account.
If you have not received the code, then you need to wait for the Private Message from Roblox, in your account. You cannot ask Roblox Support to give you the beta and they are even allowed to add anyone to the beta testing themselves.
