You can construct Buildings in AOE 4 by clicking on a Villager first and then selecting a Building of your choice. You can select more than one Villager for this. Once you have selected your Building you can confirm it and then the construction of it will begin. And that’s about it, that’s all you can do with the construction of a Building. I hate to be the bearer of bad news but you cannot rotate Buildings in Age Of Empires 4.
Rotating Buildings in AOE 4 is not a feature. Although its purpose seems redundant in the game. All of the Buildings have a Square-Shaped area. AOE 4 is an RTS game, i.e. a Real-Time-Strategy game, so optimizing their placements will be time-consuming. Also, with how the developers, Relic & World’s Edge, have made the game, the game terrain changes with the Building you make. So Clipping & Overlapping won’t be an issue while playing Age Of Empires 4. That makes rotating buildings purely aesthetic. Even if it was in the game it wouldn’t have made a difference. Although you could rotate buildings if you were to install Mods into AOE 4. Once you do install the Mod you will be able to rotate the buildings as much as you want.
