To get a new Stand in Project Star, you need to find them scattered across the main area, Cairo City. The chance of each stand to spawn will be dependent on the values mentioned above, and some of them are really hard to get. But you need to keep collecting more arrows to eventually come across more rare types of stands in the game.
You can also save a Stand in Project Star by going to Stand Storage near Pluck in Cairo city. Also, note that you will be able to store up to three stands once.
