These are the common reasons that cause red game modes, but you can still access the local gameplay modes like a local 1v1 match where you can compete with an AI opponent and brush your skills. You can also play through the tutorials this mode will remain active all the time.
It is necessary to check your internet connection and any pending game updates. On console just exist the game and check some other game or app to test your internet, then launch Mortal Kombat 11 once again. You might get a game update popup, after doing this everything will work.
