This may seem strange but the game does not specify by default that you can wield two guns simultaneously. Both the sisters in the game do not possess this skill which lets them use these two guns.

To be able to use two guns at the same time, you will have to purchase the Dual-Wielder skill from the Muscle tree. It will cost you 3 skill points and can be unlocked at the very beginning of the game.

Once you have purchased this skill, now you will need to find two weapons which you can use single-handedly.

If you are on the PC, then the Left Mouse Button (LMB) will shoot the weapon from the left gun and the Right Mouse Button (RMB) will make the gun on the right hand to shoot.

If you are on the console then the LT/L2 will let you shoot with the gun on your left hand and RT/R2 will let you shoot with your right hand.
