There are some requirements to complete before you can get the Solar Shovel and they are 20 Fallen Stars, 500,000 in-game cash (Doolars) and you should be at least level 80.
How to Get Fallen Stars in Dig It
To collect Fallen Stars, you need to look out for the Falling Stars event. This event has a 16% chance of occurring and can happen on any island within the game. When active, stars will fall from the sky and land across the map. Players must act quickly to dig up these stars before they disappear. Some stars may come with modifiers, increasing their value and the amount of in-game cash you can earn from them.
Once you have gathered 20 Fallen Stars, head to the Sun Temple located at the heart of Tropica Island. Deposit the stars at the Tropica island’s shrine, and then you can purchase the Solar Shovel for D$500,000.
Since the Falling Stars event occurs randomly, always be prepared to act fast when it begins. The event can happen on any island, so regularly traveling between islands can increase your chances of encountering it.
