Fishes and turtles can be kept as pets, as you can have a tank in your house and keep a fish that you have caught or catch a turtle and place it on your house. You can even purchase a hamster cage with a hamster inside and have it in your home, but all of this is only for aesthetics and decorations.
You cannot, however, have cats and dogs as your pets even though the game allows you to craft a scratching post for a cat or even a small house for a dog.
