The availability of fast travel is only for those locations that you have already discovered. There are some locations where there will be enemies, so you have to beat them first to get the area in your fast travels. Kill off enemies and capture the location for yourself.
All you have to do is open the map using the Options button. Use the left stick to point to the location where you want to fast travel and then press Triangle on the controller. You will see a loading screen which will then transition to the location you want to visit. This feature is free and will not use up anything that you own.
