Even when you do find the blocks your character won’t be able to break them open. During this mission, you will see that the sky starts turning black. This is a sign that Bowser is going to appear.
While it seems counter-intuitive it is actually Bowser who can help you open these Fury Blocks. After a display of his strength, Bowser will start shooting fireballs out of his mouth. At such a moment position yourself near the Fury Blocks and dodge the fireball when it comes.
After being blasted by the breath of fire you will see that the blocks break open. Inside these blocks will be a Cat Shine. Once you obtain this Cat Shine the lighthouse gets activated and shines a bright light on Bowser. This causes Bowser to retreat back into the ground.
