How to Get a Fishing Rod in Tarisland
To obtain a fishing rod, you have to complete the storyline (missions) until you are asked to speak with an NPC called Black Gun. This NPC is a fisherman and you will be prompted to interact with him at the Silverlit. After your initial conversation with Black Gun, he will give you a basic fishing rod to get started. Not only that, he will also give you instructions for your tutorial fishing segment.

How to Fish in Tarisland
Once you have the fishing rod, make sure you have it equipped on your hotbar. You can do it by selecting it from the inventory. After placing the fishing rod in the hotbar, go to any waterbody and click on it. Now you will be asked to attach a bait on the hook and cast it in the water.
Wait until a fish starts pulling the hook. When it happens, start rapidly clicking the pull button at the bottom until the bar on the screen is filled. After that, the fish will be caught and stored in your inventory.
