You can get the Exp Share from the Devon President in Rustboro City after delivering his letter to Steven. Here is when you can start looking for it:

  1. Go to the Rusturf Tunnel and defeat the Team Aqua Grunt.
  2. Upon defeat, he will drop the Devon Goods that he stole. You also save Peeko in the process.
  3. Now go back to Rustboro City and you can meet up with Devon Researcher.
  4. He will take you to Devon Corporation and ask you to deliver a parcel to the Shipyard in Slateport City.
  5. Talk to the President and he will ask you to deliver the letter to Steven in Dewford Town.
  6. Now, go and talk to Mr. Briney and ask him to take you to Dewford. Use route 104 to get to him.
  7. Next, go north and then west to reach the Granite Cave.
  8. Talk to the hiker to get HM05 Flash from him. Teach it to a Pokemon to help traverse the cave easily.
  9. You need to get three levels below and you can find Steven.
  10. Deliver him the letter and he will give you TM47 Steel Wing for it.
  11. Now, go back to Rustboro City.
  12. Go to the third floor of the Devon Corporation and talk to the President and he will give you the Exp Share for your efforts.
