Unfortunately, you cannot conjure the Dragon Patronus or any other Charms in Hogwarts Legacy as confirmed by the official WB Games Support on Twitter. But on the Lumos (brighter side), the devs might include Patrnus charms in the upcoming updates. However, you can unlock the Dragon Patronus by heading to the Wizarding World website.
Similar to the House and Wand quiz, you can answer the correct answers in the Patronus Charm Quiz to get this rare Patronus. As these questions are connected to your selected house, you might get the questions in a different order. Once you have completed the Wand quiz, take on the Patronus Charm quiz. Then, simply select the right answers for this immersive and timed quiz.

Since the devs did not state that they would not include Patronus Charm in the coming updates, you might unlock the rare Dragon Patronus directly.
