This variant was introduced in Pokemon Sun and Moon as a part of the seventh generation. To get Alolan Raichu in Scarlet & Violet, you have to transfer it via Pokemon HOME. This is a cloud space to store your Pokemon throughout different games like Legends Arceus. Unfortunately, this service is not yet available in Scarlet and Violet. It will be added to these new titles in Spring 2023.
Compared to the normal one, this variant has rounded ears and a tail. It also has a brown and yellow body instead of the normal orange. In terms of stats, there is a slight difference between them. Here are the stats of Alolan Raichu in Scarlet and Violet.
