If you are starting from Foro Island, keep heading between North East and East and you will soon turn up on the island. Another way is by heading Southwest from Rose Kingdom, which is quite near Umi Island, and it won’t take you long to reach it in GPO.
While you are on Umi Island, you can battle Roger and Hawk Eye. Although Roger spawns every 1 hour and 30 minutes, Hawk-Eye will spawn every 2 hours, so if you are early, you might have to wait a while for them to appear.
