In order to reach there, you should go north from the Super7 entry location. Follow along this path and head northwest to find a piece of land. This piece of land can be viewed on your map towards the right of the square icon on the Sierra Verde Dam Marker.

You will have to drive on this land in order to find the Temple of Quechula. As mentioned previously you can find it partially submerged in the river. An important thing to keep in mind is don’t drive your car into the river while searching for the temple. As when your car sinks the game will respawn you on land, only for you to start searching again. Driving on this land will also help you complete some of the Accolades.
