To evolve a Basculin into a Basculegion in Pokemon Legends Arceus, it will need to take 300 worth of Recoil Damage. This is the only method, you can not level it up to evolve in Pokemon Legends Arceus. It is a pretty easy method but will consume a lot of time. First off, catch a Basculin. You find a Basculin in Water bodies pretty easily as it is a common Pokemon in Legends Arceus. The Basculin that you just caught should have Wave Crash and Double-Edge in its move set.
The best way to satisfy the condition is by going to the Molten Arena of Cobalt Coastlands. This is the perfect place as it is filled with Fire-Type & Rock-Type Pokemon that are weak to Water-Type moves. Wave Crash will do a tremendous amount of damage and you will be able to get that 300 Recoil Damage very easily. Once your Basculin has received the 300 Recoil Damage, it will automatically evolve into Basculegion. With it, you will unlock the ability to have a Water Mount to traverse Waterbodies.
