After Major Hassan Zyani took a headshot from Simon “Ghost” Riley’s Victus XMR sniper rifle, and John “Soap” MacTavish neutralizing the Tomahawk missile over Chicago, the CIA covered up the incident by blaming the Chicago downtown blackout on “Power Surge” due to “severe winds”.  Task Force 141 team members pause their celebration when Kate Laswell shows Captain Price the photo of the new “leader” of Ultranationalists.

Task Force 141 team members quickly recognize the new Ultranationalist leader as “Makarov”. This is referring to the reboot of Vladimir Makarov’s character back to the series. After the Ultranationalist’s previous leader Victor Zakhaev was shot & thrown into the missile silo by Captain Price, the Ultranationalists had no leader till Makarov. The fans know Makarov as the executor of mission “No Russian” (Zakhaev International Airport Massacre). Due to the body of CIA agent Joseph Allen left behind by Makarov, Russia blamed and attacked the USA, starting World War 3 as Makarov planned. Before the hijack, Makarov uses his burner phone to text his companions the message “No Russian”. This confirms that Makarov will be returning as the antagonist in the new COD MW3 reboot. But instead of an airport massacre, the “No Russian” will be a plane hijack event. This is due to various backlash to the original mission in the 2009 game which became the most controversial level in the history of the COD franchise.
