While completing the Favor Across the Realms, one of the objectives will be to find this ingredient among others and then return to the Lake of Nine. The Elven Cap in God of War Ragnarok is located in the western region of the Burrows in The Forbidden Sands. While you are there, look for a structure that has a pillar leaning on it. When you interact with the pillar, you will be able to go under it. Now you will be able to see an orangish-yellow glow to represent the Elven Cap. All you have to do now is go close and interact with it to pick it.
Once you have picked up, you can head back to the Lake of Nine and complete another favor in your book.
