The raid difficulty feedback is under the view of developers and there are possibilities that in future there will be tweaks that can let many players complete it.

That said, raid difficulty is certainly feedback that we have been looking at since the release of Dark Hours, and it is not outside the realm of possibility that tweaks will be made moving forward.
The Division 2 is a game that demands to grind, and when after playing enough certain levels are enough to consume hours of retry especially events like Dark Hours. A limited amount of gamers have able to find their way to the end while ample of them are still struggling to grab the final rewards.
Limited FPS on the console is also a primary cause for users on Xbox One and PS4 not able to play properly because the game demands fast movement and accuracy. Via Reddit thread, it looks Ubisoft had started looking forward to releasing some relief through future updates.
