How to Colonize in Victoria 3
Before you begin to start Colonizing a Nation, there are certain things you should keep in mind that goes as follows:
Researching the Technology of Colonization
The first and foremost step that falls in the process is researching the Colonization Technology in the Society section of the Technology Tree. Please note that it is not possible to Colonize a Nation until you have this Technology in Victoria 3.
Enact the Colonization Law
Once you have unlocked the Colonization Technology, you have to enact either of these two Laws:
- Colonial Resettlement – Lets your population more land for habitation by Colonizing.
- Colonial Exploitation – Allows exploiting the available cheap labor and natural resources by Colonizing.
Further, passing either of the laws will enable the Colonial Affairs Institution of your Nation. Additionally, the Colonial Affairs Institution can be enhanced by using the Quinine, Civilising Mission, and Malaria Prevention technologies. This is the most important step before you Colonize in Victoria 3.

Declare Interest in a Region
Thereafter, select the Diplomatic Lens from the Menu at the bottom of the screen. Now, under the Regional Actions section, click on Declare Interests. Wherein you can select a Nation in which you are interested for Colonization. Make sure the region is not pre-occupied by any other European Nation. Also, you will know that a particular region can be Colonized if it is highlighted in Green color in Victoria 3.
Establish Colony
After Declaring Interest in a Nation, the Establish Colony button in the Diplomatic Lens option gets unlocked. You can use it to start the process of Colonial Growth of the occupied Nation in Victoria 3. After this, a timer will hover above the Nation indicating the time needed to completely Colonize the Nation. Colonial Growth happens more quickly and efficiently if you have a better Colonial Affairs Institution. Also, keep in mind that whenever there’s an increase of 1 Million people in the Population, the Colonial Growth increases by 0.10. Also, keep a note that having Nations that support your interests in your favor also helps to gain speed in Colonial Growth.
