It is normal as you are busy completing early missions heading towards the Mesagosa to unlock the story paths. Although, you can catch a Ralts in the South Province (Area One) of Pokemon Scarlet & Violet. To be precise, look for the Ralts in the green lands next to the city of Los Platos.
