It is normal as you are busy completing early missions heading towards the Mesagosa to unlock the story paths. Although, you can catch a Ralts in the South Province (Area One) of Pokemon Scarlet & Violet. To be precise, look for the Ralts in the green lands next to the city of Los Platos. As you can see in the image above, Ralts is very rare to spot so even if you reach the exact location, you will have to explore a bit more.

One more thing, while catching Ralts in Pokemon Scarlet & Violet, keep in mind that it can teleport. Hence, make sure that you spot Ralts before it spots you.
