This puzzle is part of the side quest All’s Well That Ends Bell and you will need control over two important spells, Accio and Levioso. With Accio and Levioso you need to bring the two missing bells to their rightful place and that will solve the Bell Tower puzzle in Hogwarts Legacy. If you have moved further in the game and unlocked the Wingardium Leviosa spell, it will get even easier.

The first bell will be on the platform once you reach the section with all the bells. Carefully place it back to its position in the bottom row. Finding the second missing bell in the bell tower will be tricky as you will have to use Revelio for that by heading to the floor above. Once you manage to find it, use the same method to bring it back to its original place. You can now head to the roof and collect the reward.
