You have to visit 9 islands, find the Elf, equip the Bag of Presents in your inventory, and talk to them to wish them a Merry Fischmas! Moosewood Elf Location
The Moosewood Elf is standing right next to the Advent Calendar Elf, near the location where you buy bait crates.

Mushgrove Swamp Elf Location
The Mushgrove Swamp Elf is standing on a rock near some big mushrooms. While that basically describes the entirety of Mushgrove Swamp, here are the GPS coordinates: 2405.5, 136, -733.2
Snowcap Island Elf Location
The Snowcap Elf is standing next to some ice, near the Shipwright and he should be visible as soon as you reach the island.

Sunstone Island Elf Location
The Elf is standing next to the Angler near the shore, so spotting him as soon as you reach Sunstone Island should be fairly easy.

Terrapin Island Elf Location
The Elf is standing near the Shipwright, under some palm trees.

Forsaken Shores Elf Location
This Elf is standing on a broken wooden pier near the Cannon.

Ancient Isle Elf Location
He is standing near a huge Candy Cane, next to the waterfall on the outer area of the island.

Statue of Sovereignty Elf Location
The Statue of Sovereignty is a small location, and the Elf is standing next to the ladders under the entrance that leads you to the Keepers Altar.

Roslit Bay Elf Location
This is the toughest Elf to reach in comparison to others because you have to do some platforming to reach him. Go to the entrance of Roslit Volcano and you will see some Candy Canes on the ground. They will lead you to the top of the Volcano where the Elf is waiting. Make sure to jump carefully and avoid touching the lava which will inflict burn on your character. The platforming is pretty forgiving because you can wall climb easily and get to the top without much effort.
