Certain attacks like Fire Skull can throw anyone off the ground. Even if the opponent is trying an aerial attack, Fire Skull can very easily break it. I think Shang Tsung is the most overpowered character in Mortal Kombat 11. This is only for the story mode when he finally grabs the crown. Shang Tsung moves has a perfect blend of magic and physical attack. Also, they are very strong, for example a kick that can throw an opponent at the far edge of the battle arena. Most of his attacks stun enemies or just throw them away. His combos are deadlier than his regular attacks.
