In TotK, you need to find 8 voters at different locations in Hateno Village. They are:

Tamana can be found right at the entrance of Hateno Village as shown on the map above. If you come during the day, you will find her attending to the chickens at her farm. During the night, you will find her sweeping the floor. Talk with Tamana and hand over a Hylian shroom to her.
Once you have convinced Tamana to vote for Cece, take the stairs near her coop to reach a small tomato field. Here is where you will find Medda working on her little tomato farm. Interact with her and offer her the mushroom. If you go at night, you will find Medda inside his house.
The next Hateno Village voter Leop can be found near the village bulletin board outside Cece’s armor shop. You will find him wandering inside the Inn if you come at night.
Worten can be found on the balcony of the Inn from day to night. Hand over a mushroom to this Hateno Village voter and bring him to Cece’s team.
The next Hateno Village Voter Uma can be found on the farm close to the Hateno school during the day. If you come during the night, then you will find Uma at her home near the Zanmik Shrine.
Koyin can be found on the dock close to Hateno Pasture. However, if you are yet to collect the letter in a bottle from the lake, then you will find inside her home near the docks.
The next Hateno Village Voter can be found at the stables near the Hateno Pasture. He is Koyin’s father and is just a few steps from where she stands near the docks. Give him a Hylian shroom to convince him to vote for Cece.
The final Hateno Village Voter can be found at the Hateno Village Research Lab or beside a cooking pot at the Hateno Pasture. Give him a Hylian shroom, then head back to Cece to complete the Team Cece or Team Reede quest in Zelda TOTK.
