You can start the Psycho Krieg and the Fantastic Fustercluck DLC from the Tannis’ office in Sanctuary 3 spaceship. If you are not there, then you can fast travel to the spaceship to begin the quest that will start the DLC. Once you are in the spaceship, head to Tannis’ lab. In the office, there is a sort of scientific device close to the arcade machine.

Interact with that machine and it will ask you to select a destination. There will be several options to choose from, including Krieg’s mind.
